The Secretary of Defense directed the General Counsel of the Department of Defense (the General Counsel) to conduct a comprehensive review of the military justice system. To carry out the review, the General Counsel established the Military Justice Review Group (MJRG). The MJRG's review is focused on the structure and operation of the Uniform Code of Military Justice (UCMJ) and the Manual for Courts-Martial (MCM).

The deadline for the MJRG report recommending changes to the UCMJ has been extended to March 25, 2015, and the deadline for the report recommending changes to the MCM has been extended to September, 21, 2015.

The General Counsel invites members of the public to suggest areas for review by the MJRG as well as specific proposals to amend the UCMJ and the MCM. Please provide a supporting rationale for any proposed changes. Materials received will not be returned, and any comments or submission received may become available to the public. While the Department of Defense encourages members of the public to suggest improvements to the military justice system at any time, in order to facilitate the MJRG's review, it would be helpful if comments are submitted as soon as possible.

    March 26, 2015 Update: The following provides a status report on the work of the Military Justice Review Group

    The Military Justice Review Group has been tasked with providing two reports to the General Counsel of the Department of Defense: (1) a legislative proposal report on the UCMJ, which was submitted to the General Counsel on March 25, 2015, and (2) a report on the Manual for Courts-Martial (MCM), due by September, 21, 2015. Because the first report focuses on legislative proposals, it must undergo internal DoD and Executive Branch review and approval under OMB Circular A-19 before public release . The Office of General Counsel will give priority attention to ensuring timely completion of the internal review process. While the first report is undergoing review, the Military Review Group will turn its attention the development of proposed implementing rules in the Manual for Courts-Martial. After submission of the MCM report to the General Counsel and the requisite internal review, the proposed MCM will be published in the Federal Register for public review and comment in a manner similar to the process used by the Joint Service Committee on Military Justice for obtaining public input on proposed amendments to the Manual for Courts-Martial.
