The Roster is composed of DoD
employees who offer their services as neutrals to DoD organizations on
a collateral duty basis.
Neutral services through the
DoD Roster of Neutrals are provided free of charge to DoD organizations.
Roster neutrals are located throughout the world, although not always at
every site in which a dispute may arise. The Center for ADR can coordinate
with DoD components, other Federal agencies and the Interagency Shared
Neutrals Project to locate an appropriate neutral if a DoD Roster neutral
is not available in a specific instance. If a DoD Roster neutral
is not available where requested, DoD Roster and most interagency neutral
services can still be obtained free of charge, but the requesting organization
must pay associated travel and per diem costs.
DoD Roster neutrals have received
approved training in at least one ADR process and have varied subject matter
backgrounds. The majority of DoD Roster neutrals are trained in mediation,
although the Roster continues to expand to include neutrals trained in
fact-finding, early neutral evaluation, facilitation, arbitration and other
dispute resolution processes.
