Conforming Change 7 to DoD 5500.07-R, the Joint Ethics regulation (JER), involves extensive legal updates and revisions.  The changes include deleting superseded provisions of law and regulation, eliminating unnecessary provisions (like those that simply paraphrase applicable law), and updating legal citations.  The changes are not meant to, and should not, change the remaining policies.  The changes are readily-identifiable by the red-line tracked changes.  Change 7 also completes Phase 1 of the JER re-write, and moves the JER to the DoD Issuances website.
